Like how self driving cars recognize road signs etc. It identifies people by cross referencing faces against the database. Heat sensors can be included and heat maps can help detect if “face is a mask or not". 

Differnet helpful security Algorithms can be trained. E.g to notice congregational patterns of people, other patterns. 

Notice taken when people/groups that have adopted a patern move out of their regular patterns. 

Strangers and new faces can be identified. Either new to the entire system (like traveller’s) or a locality (somewhere they don’t frequent). 

AI generates reports based off terms of operation (smart contracts with the bots). 

These reports are what it gives intelligence officer with recommended action path. Trained officers can use with human discretion and take a different action path. They can also ignore when to act in not compulsory. 

Officer decisions and reason should be logged to help train the system and help technical support teams design improved and/or new algorithms for increased effectiveness. The CI system in turn would make more accurate and precise recommendations. 

Intelligence officer can also query(request from the) system for specific type of data. Statistical or others.
